Bringing Humanitarian and Medical Relief to Disaster and Conflict Areas

Syrian American Medical Society (SAMS) Hellas is the Greek section of the International Medical Non – Governmental Organisation SAMS (founded in 1998) working on the front lines of medical normalization of vulnerable populations and individuals, improving and saving lives in countries where public health stability is needed aid (Iraq, Lebanon, Jordan, Turkey, Bangladesh and elsewhere). SAMS is one of the most active and credible international NGOs in Syria.

Greece – Attica Region

Since 2015, SAMS in Greece has been providing health care, specialized services of Pediatrics, Gynecology, General Pathology,Dentistry and Ophthalmology-Optometry in the Aegean islands, Attica, Boeotia and Thessaloniki. In 2017 alone, SAMS provided more than 3.5 million medical services, including 3.2 million inside Syria. Some activities of the Organization are integrated approach to medical care in the form of regular clinics,coverage of primary health, educational programs, strengthening the inclusion of the children population in Public Greek Education Structures, therapy programs through art and others.
In official collaboration with the Ministry of Immigration & Asylum, the National Public Organization of Health (EODY), the Ministry of Health and other Civil Society Agencies, SAMS (registered in the Ministries’ Registers of National & International NGOs) since September 2020 focuses on vulnerable groups of refugees, immigrants, low-income Greeks and Communities (LGBTQ+, Roma, homeless people, etc.) with the specialties of Paediatrics, Gynecology and General Pathology with a horizontal action plan through a Mobile Medical and Paramedical Team.

Aula Abbara

Legal Representative

Dr Aula Abbara is a consultant in Infectious Diseases/ General Internal Medicine at Imperial College NHS Healthcare Trust, London and an Honorary Clinical Senior Lecturer at Imperial College. She teaches and supervises students on the Global Health BSc course at Imperial College and the TMIH at LSHTM. She has volunteered in different humanitarian and refugee settings including direct clinical work, teaching healthcare workers and building capacity. Since 2012, this has been predominantly with Syrian non-governmental organizations. Between 2016 and 2018, she led a project for SAMS Hellas which provided over 30,000 primary healthcare consultations for refugees in Greece and received a Women in Global Health Award at the World Health Assembly for this. Other humanitarian work includes refugee camps in Lebanon and Syria (pre-conflict), the Rohingya crisis and in Sierra Leone with MDM for the ebola response in 2015 (for which she received an Ebola Medal of Service.) She co-chairs the Syria Public Health Network a group which brings together academics, NGOs, policy makers and international organizations to highlight and influence policies relevant to the public health of Syrians. She chairs Health Professionals for Global Health and has been a collaborator on the Lancet Commission on Syria.

She has consulted for a number of international organizations; recent examples include: for UN ESCWA for the NAFS program on the future of Syria & health system (2020;) for Lebanon Support on the & Right to Health & in Lebanon and in Jordan (2020;) for Primary Care International for a project with WHO EURO to provide training and support around COVID-19 for doctors in northwest Syria (2020.) She was on the expert advisory group for WHO Global Code of Practice on the Ethical Recruitment of Health Worker Migration (2020) and is on the Advisory Group for WHO on the development of Global Competency Standards for health workers on Refugee and Migrant health (2021.) Her research interests include attacks on healthcare, AMR in conflict, refugee healthcare workers and, more broadly, relating to global and humanitarian health. Current research projects include an MRC grant on Health Systems Research on health system governance in Syria, an R2HC grant on the Public Health impact of Attacks on Healthcare and a collaboration on AMR in conflict. In February 2020, she received an Emerging Alumni Leaders Award from Imperial College, London.

Safaa Aladham is the current Director of Finance for the SAMS Foundation based in the Washington DC office. Mr. Aladham is a senior finance professional with extensive experience on various International donors such as USAID, EU, ECHO, DFID, UN and others. He has over twenty years of practice in public and private sectors and key non – profit organizations. Mr. Aladham holds a B.Sc. degree in Economics, He served in the Middle East, South Asia, Caribbean’s regions as well as the United States.

Dr. Randa Loutfi

Programs Director

Randa Loutfi, MD, is the Director of Programs at the Syrian American Medical Society (SAMS). She works with SAMS regional directors and SAMS medical specialists committees on developing and improving medical programs models and standards and capacity building, to ensure best implementation practices, high quality projects and effective services and reporting. This includes facilitating collaboration with potential partners among similar relief organizations. She also participates in evaluating and setting standards for alternative medical education programs for Syrian medical students, nurses and other health care workers inside Syria.

Dr. Loutfi’s involvement with SAMS began as a Midwest chapter board member. She then was elected to serve two consecutive terms on the national board of directors. She assumed the treasurer position and was appointed to the foundation board. She also led the human resources committee and was a member of the bylaws and scholarship committees. She was, and still is, a member of SAMS regional relief committees for Jordan, Turkey, Lebanon and the newly founded SAMS Global response committee, all established as a response to the Syrian crisis.

During her role as a board member, Dr. Loutfi participated in founding American Relief Coalition for Syria (ARCS) and was SAMS representative to International Union of medical Care and relief Organizations (UOSSM) in Paris, France and served on its primary health care committee Dr. Loutfi graduated from Damascus University faculty of Medicine, and did her pediatric training and served as a chief resident at Rush Presbyterian St. Luke’s Medical center in Chicago. She worked as a pediatric hospitalist in Illinois and a consultant in northwest Indiana.

Prior to becoming SAMS’ first executive director in June 2017, David Lillie served as a Peace Corps country director for six years in Morocco and Armenia. As a team leader and disaster operations specialist, David worked with USAID’s Office of Foreign Disaster Assistance for eight years, focusing on Africa, Iraq, Afghanistan, disaster preparedness in Asia, and post-tsunami Sri Lanka. Following the Rwandan genocide, David served as country director with the American Refugee Committee in Rwanda and as its operation manager in refugee camps in DR Congo. He has a master’s degree in public administration from NYU and a bachelor’s in journalism from the University of. David lives in Washington, DC, with his wife Tiffany and their two sons Mitchell and Kaden.

Niki Sykará

Country Director

Niki Sykara is a professional of Human Rights, International Law & Relations, Project Research, Planning and Management. She holds a BA in International, European & Area Studies from the Panteion University in Athens and a Master’s in Business Administration with a focus on Global Healthcare Administration from Doane University in Crete, Nebraska, USA. Ms. Sykara was crucial in the formation and registration of SAMS Greece Office (SAMS Hellas). Reporting to the US-Based Director of Programs, Ms. Sykara is the highest ranking staff in the Greece Office. Ms. Sykara is responsible for all aspects of the project management, with direct 12 supervision of all other budgeted positions. This position is also responsible for ensuring donor compliance, accurate programmatic and financial reporting, liaising with project collaborators and external stakeholders, and key decision making.
